Bespoke ecommerce system creates new revenue stream

Devon County Council (DCC) is the largest employer in the county and houses over 2,000 employees at County Hall. With a large workforce the car parks were struggling to cope. We created an ecommerce platform that not only solved the overcrowding but generated a new revenue stream to help fund alternative travel initiatives.

The Challenge

With some employees waiting up to an hour for a space in the car park a new system needed to be introduced. DCC introduced a site specific travel plan to encourage sustainable travel and discourage single car occupancy. Employees were now restricted to parking on site 3 days per week. This restricted access meant that other travel incentives would be required for which a revenue stream was needed.

The Solution

We created the Car Park Management System (CPMS), to government service standards, which manages all aspects of employee use of the car park at County Hall. The CPMS receives the car park charge data for each staff member from the payroll system and is directly linked to the smartcard entry system. Daily use is logged, usage rules applied and credit deducted from the employee account and usage allowance. Even better, this project was completed on time and under budget.

The Outcome

The new system has reduced car park overcrowding and with a revenue system generated by the car park charges DCC was able to ring fence the money to fund a park and ride scheme and bus ticket subsidiary scheme for employees. The CPMS has helped DCC to meet its environmental objectives and sets an example to other employers and Local Authorities in the region.
